That axle and a Wolverhampton registration make think of Black Country Peugeots - perhaps single seat 2 litre Sunbeam?

It is a Sunbeam, Anthony Heal has the photo in his "Sunbeam Racing Cars 1910-1930" on page 139. It is Dario Resta in the 4.9litre 6-cylinder built for an attempt on the 24-hour record in 1922. At Kop he made second best time in 29.2secs, Humphrey Cook's TT Vauxhall was quickest with 22.0.
