This is indeed Vernon Balls in his streamlined and much modified "Ace of Hearts" CGS Grand Sport Amilcar. As well as the 12 Sept 1925 event mentioned in a previous comment, this car was also his mount in the 1925 JCC 200 Mile Race held on 26th Sept 1925, for which the car was fitted with an external exhaust system. He sadly retired after 28 laps.
