I'd suggest a T37 because of the wire wheels, small brakes, and there seems to be an odd arrangement to the cowl.

There were only two Bugattis at the 5th May 1928 meeting - Geoffrey Fairrie in a T30 and J.D. Jevons in a T35, both with unblown 2 litre engines, Tim Rose-Richards having scratched his 1500 cc car. Fairrie was in the Sports class whereas Jevons was in the unlimited Racing class: in view of the stripped nature of the car in the photo, I believe this is Jevons.
