After a reasonable amount of research, I'm now pretty certain that this is Iles Lane, shown on current OS maps as a twisty 'ORPA' rising to the village of Hyde (north east of Minchinhampton) from the valley below. The background is now solid trees, and the railings on the left have been replaced, but everything else fits.
